Yvonne Howze, PhD - Director of Quality & Performance Excellence
Dr. Yvonne Howze is Director of Quality and Performance Excellence at the OKPCA. Formerly, she worked for the Texas Department of Transportation (TxDOT) where she was Director of Performance Excellence and served as the Executive Coach and Master Trainer for the agency’s Senior Executives in Engineering Operations.
Prior to TXDOT, she worked for the Texas Department of State Health Services and oversaw the administrative operations of the Center for Health Statistics and the Vital Statistics Unit. In this capacity, she specialized in the areas of leadership, planning, teaming, systems thinking, and data collection and analysis which led to significant operational improvements and sustainable results. For example, under her leadership, processes for managing health data were streamlined resulting in a more timely collection and analysis from 4 years to 11 months. She worked closely with the Centers for Disease Control and was highly successful in writing and implementing grants totaling $2.3 million annually for each of three years.
Yvonne has received many notable awards in her 40-year career, including the Missouri Quality (Baldrige) Award. Yvonne is a Kellogg National Leadership Fellow, and travels worldwide presenting on leadership, performance excellence, and organizational effectiveness. She received her doctorate degree from Vanderbilt University, and is a long-time member of the American Society of Quality.
