Rachel Howeth, MBA-HC, BSN, RN – Clinical Value-Based Care Advisor

Rachel Howeth, MBA-HC, BSN, RN, serves as Clinical Value-Based Care Advisor, partnering with Federally Qualified Health Centers (FQHCs) across Oklahoma to advance value-based care initiatives that improve quality outcomes, enhance patient experience, and strengthen care delivery for underserved populations. In this role, she supports population health strategies, quality improvement efforts, and clinical transformation initiatives that help health centers succeed in an evolving healthcare landscape.

Rachel also plays a key role in supporting FQHC electronic medical record (EMR) transitions to Epic, providing expertise in clinical workflow design, change management, system implementation, and optimization. She collaborates closely with health center leadership, providers, and operational teams to align technology solutions with clinical, operational, and HRSA program requirements while promoting efficient, patient-centered care delivery.

Drawing on more than 16 years of experience as a registered nurse and healthcare leader, Rachel brings expertise in patient safety, clinical informatics, nursing leadership, quality improvement, and Epic application management. Throughout her career, she has led and supported numerous EMR implementations, workflow optimization initiatives, and interdisciplinary performance improvement efforts across a variety of healthcare settings.

Rachel earned her Master of Business Administration in Healthcare from Southern Nazarene University and her Bachelor of Science in Nursing from Oklahoma City University. She is passionate about helping healthcare organizations leverage technology, data, and evidence-based practices to improve outcomes, increase access to care, and strengthen the health of the communities they serve.
