After facing an appropriation authority limit that was over $600M less than the prior year, officials approved a budget agreement that appropriated approximately $7.138B for SFY2016 that began July 1 2015. Within the health services-related agencies, the State Medicaid agency, Oklahoma Health Care Authority, was appropriated $18M more than SFY2015; Oklahoma State Department of Health received a level appropriation; and Oklahoma Department of Mental Health and Substance Abuse Services received $2M more than the prior year. The Medicaid appropriation prevented another across the board provider rate reduction. However, other cost reducing policy changes were required. Level funding for the Department of Health included an allocation for uncompensated uninsured care contracts with health centers equal in to the prior year amount.
